You need to know about PA House Bill 502
A bill in the Pennsylvania State Legislature, HB 502 proposes to revoke the authority of local governments to slow, deny or apply any restrictions to energy projects in their own communities. This could mean polluting power plants, including garbage incinerators and chemical recycling facilities can be approved with minimal local government input. This tramples local decision making and opens the door to polluting facilities in your community.
This bill, which establishes the Reliable Energy Siting and Electric Transition (RESET) Board, is an alarming attempt to centralize control over energy project siting—undermining local democracy, silencing community voices, and fast-tracking potentially harmful energy developments with minimal oversight.
What HB 502 would do:
Removes municipal governing power - HB 502 strips municipalities of their power to protect public health, safety, and the environment by removing their ability to shape local energy projects.
Overrides zoning laws - A new state-appointed "RESET Board" would override local zoning
Ignores public opposition - Makes it nearly impossible to challenge harmful projects in court.
No protections from garbage incineration: HB 502 does not exclude trash incineration or so-called "waste-to-energy" projects, putting communities at risk of increased air pollution and toxic emissions under the guise of energy development.
Call your State Representative today. Here's how:
1. Call the Pennsylvania Capitol to tell your Representative to VOTE NO ON HB 502. If you're not sure the phone number or who your state representative is, click here to look them up. Or see below!
2. When someone answers, tell your State Representative: "VOTE NO ON HB 502!"
Use this script:
"Hi. My name is ______. I live in ____CITY/COUNTY______. I am urging you to Vote NO on HB 502. I do not want my city or county losing the right to decide on approvals for power plants, garbage incinerators or chemical recycling into my community."

PPL’s plans will alter our lives, livelihoods, and land - and the future of the Sugarloaf Valley for generations to come.
These transmission lines will NOT benefit people living in the Sugarloaf Valley.
Instead, your hard-earned tax dollars will be used to transmit energy that will be sold elsewhere by powerful, for-profit, multi-billion dollar corporations headquarted around the globe.
Think about it: Using your tax dollars and your land to carry electricity through our Valley
with no benefit to you.
No jobs, no tax revenue. Nothing but EMFs, enormous utility towers, and land unable to be farmed, lived on, or enjoyed.

PPL is planning to install a 12-mile, 500kV power transmission line that cuts through the Sugarloaf Valley. PPL’s plans include:
Tower height: 240 feet
Encroaching on private property and existing dwellings
Exposing residents to added EMFs
Devaluing land - offering substantially less than land is worth to landowners and homeowners
Enforcing century-old rights-of-way
Using pesticides to control weeds
Generating power that will not benefit Sugarloaf Valley residents
Destruction of environmental and natural resources
There are alternative routes for PPL’s proposed project that satisfy the energy need while preserving the land and rights of our community. We urge you to learn more about the project, ask questions, and reach out to your local and state lawmakers.
The “power grab” is happening all across Pennsylvania and the nation.
